Join us on 3–4 December 2025 in Stockholm for THBxOC 2025 to strengthen cross-sector and transnational cooperation against trafficking in human beings as organised crime.

“Human trafficking is not only a crime against individuals – it affects societies, security and the rule of law. When human trafficking networks cross borders, united efforts are the path from exploitation to accountability.”
Gustav Lindström,
Director General of the CBSS Secretariat

“Human trafficking attacks the very foundations of our societies. It reduces people to commodities and its impact spreads far beyond individual victims. Only through international partnership can we dismantle the business of trafficking and protect those most at risk.”
Catherine De Bolle,
Executive Director of Europol
European Forum against Trafficking in Human Beings – Countering Organised Crime and Protecting Victims

Stockholm, 3-4 December 2025
Quality Hotel Globe, Stockholm
Trafficking in human beings (THB) is a form of organised crime that poses a strategic challenge and an increasing threat to national and regional security, requiring cross-sectoral and transnational solutions.
Jointly organised by the Council of the Baltic Sea States (CBSS) and Europol, the European Forum against Trafficking in Human Beings – Countering Organised Crime and Protecting Victims will bring together participants from law enforcement agencies, ministries, state authorities, and international organisations.
The Forum will address human trafficking as an organised crime phenomenon and a growing security threat — both to the individuals it exploits and to the integrity of institutions and states. This two-day event presents a valuable opportunity for learning, discussion and reflection about the challenges and opportunities of combatting human trafficking as organised crime across Europe.
Be part of a diverse array of voices, from national and international policy makers to frontline responders such as representatives of law enforcement agencies, ministries, state authorities, and international and regional organisations.
Set to convene on 3-4 December 2025 in the historic city of Stockholm, Sweden, this crucial forum will address the pressing challenges Europe currently faces in the realm of human trafficking.
Don’t miss this opportunity to engage in this important international dialogue, collaborate on hands-on solutions, and drive meaningful change in our battle against human trafficking in Europe.
