CBSS Begins Development of Investigation Protocol to Combat Human Trafficking

The Council of the Baltic Sea States (CBSS) has begun developing an investigation protocol to combat human trafficking in the Baltic Sea Region and Ukraine, starting with a workshop in Stockholm.

On 18-19 September 2024, the Council of the Baltic Sea States (CBSS) launched the development of an investigation protocol on human trafficking for the Baltic Sea Region and Ukraine during a workshop in Stockholm, Sweden.

The event brought together 35 investigators from law enforcement agencies across the region (Denmark, Lithuania, Norway, Poland and Sweden), Ukraine, Europol and Frontex to address challenges and regional best practices in investigating human trafficking, particularly regarding cross-border cases and cooperation.

The outcome of the workshop will serve as the basis for drafting the “Investigation Protocol on Trafficking in Human Beings (THB) for the Baltic Sea Region and Ukraine”.

The protocol notably aims to enhance cross-border cooperation, formalise investigation procedures, and address legal and operational obstacles in combating human trafficking.

The development of the investigation protocol is part of the CBSS’s PEX-BSR project, funded by the Government Offices of Sweden, in which one of the aims are to strengthen the know-how and investigation capacity of law enforcement agencies in the region and Ukraine.
