Within our long-term priority Regional Identity, we focus on culture, higher-education and youth. Through continued exploration of Baltic Sea Region history, heritage, culture and identity we can build a deeper understanding for each other and a more resilient region.
The Baltic Sea Region is more than a geographical area – it is a community defined by shared values, diverse cultures, and a collective ambition to create a sustainable future.
The Council of the Baltic Sea States emphasises the importance of regional identity, focusing on three key dimensions: higher education, culture, and youth. These pillars work together to foster cooperation, inspire innovation, and nurture a sense of belonging across the region.

Higher education
Higher education fosters collaboration across borders, connecting students, researchers, and educators. Academic institutions in the Baltic Sea Region promote mobility, research partnerships, and shared learning to address key regional challenges like sustainability and climate change.

- Role: promote mobility, joint initiatives, and sustainable development through collaborative informal education programs.

Culture is at the heart of the Baltic Sea Region’s identity. Celebrating a shared heritage and recognizing culture as a driver of social transformation and innovation , cultural initiatives encourage cross-border collaboration strengthening social cohesion and a sense of community.
- Purpose: showcase cultural diversity and build shared identity.
- Role: support creative collaborations, coordinate transnational exchange and preserve cultural heritage across the region.
youth
Youth engagement is key to shaping the region’s future. By involving young people in policymaking, youth dialogues, and creative workshops, the region amplifies fresh perspectives on challenges like climate change and social inclusion.
- Role: encourage youth involvement in regional projects and decision-making to create lasting sustainability.
- Purpose: inspire youth to take an active role in shaping the future of the region.
