Effectively identifying, disrupting and countering THB for labour exploitation: A Roadmap for Sweden

This Roadmap presents the key findings and recommendations from the five-year CAPE project, which aimed to improve responses to trafficking for forced labour and labour exploitation. It draws on research from Sweden and the Baltic Sea Region, study visits to Belgium, Finland and Germany, as well as webinars, workshops and an international conference. The good practices identified have been further validated through interviews conducted in 2024 with Swedish authorities and NGOs, focusing on current challenges, institutional frameworks, and effective approaches.

Launched in 2019 by the Council of the Baltic Sea States and the Swedish Gender Equality Agency, the CAPE project sought to address the emerging issue of trafficking for labour exploitation in Sweden and the wider region. Through four sub-projects, it worked to expand knowledge and strengthen the capacity of anti-trafficking practitioners, while also highlighting the institutional barriers to effective action. Over time, the project has contributed to greater awareness of labour exploitation and informed ongoing policy discussions in Sweden and beyond.
