Position Paper by Baltic Sea Youth on Building Democratic Resilience through Digitalisation, Civic Education, and Consistent Youth Participation

Estonia hosted the CBSS Youth Ministerial in Tallinn from 4–7 May 2025, focusing on key issues such as youth digitalisation, the dangers of radicalisation, digital participation, accessibility in democratic processes, and youth involvement in civic security. The event aimed to empower young voices in shaping discussions on democracy, security, and participation.
The programme featured a series of site visits and interactive workshops designed to foster dialogue and collaboration among young people from across the Baltic Sea Region. The workshop themes were closely aligned with the priorities of the Estonian CBSS Presidency.
This policy paper summarises the outcomes of the CBSS Youth Ministerial 2025 and highlights the key messages delivered by participants at the CBSS Ministerial Session in Vihula, Estonia on 15–16 May 2025.
