Human Trafficking: Registration opens for THBxOC 2025 Forum in Stockholm

Register now for THBxOC 2025 and join around 250 participants at this international forum in Stockholm, organised by the CBSS and Europol, to address human trafficking as an organised crime threat.

Registration is now open for the European Forum Against Trafficking in Human Beings – Countering Organised Crime and Protecting Victims (THBxOC 2025), taking place in Stockholm on 3–4 December 2025.

Over two days, the THBxOC 2025 forum will address human trafficking as an organised crime phenomenon and a growing security threat – both to the individuals it exploits and to the integrity of institutions and states. These risks have only intensified with Russia’s war of aggression against Ukraine, which has increased trafficking vulnerabilities and added to Europe’s broader security challenges.

“Human trafficking attacks the very foundations of our societies. It reduces people to commodities, and its impact spreads far beyond individual victims,” says Catherine De Bolle, the Executive Director of Europol. “Only through international partnership can we dismantle the business of trafficking and protect those most at risk.”

Jointly organised by the CBSS and Europol, the Forum expected to bring together around 250 participants, offering a unique opportunity to share experiences, strengthen cross-sectoral cooperation and identify effective solutions to one of Europe’s most pressing challenges. 

“Human trafficking is not only a crime against individuals – it affects societies, security and the rule of law,” says Gustav Lindström, Director General of the Secretariat of Council of the Baltic Sea States (CBSS). “When human trafficking networks cross borders, united efforts are the path from exploitation to accountability.”

Representatives of law enforcement agencies, ministries, state authorities, and international and regional organisations will take an active role in the discussions.
