Observer States
Observer States support the Council of the Baltic Sea States (CBSS) through their contributions to regional dialogue, initiatives and cooperation. While not full members, Observer States participate in CBSS activities on an ad-hoc basis, bringing valuable perspectives and expertise to discussions and initiatives.
Observer States are encouraged to engage with CBSS structures, working bodies, and expert groups in areas where their expertise aligns with CBSS priorities. While their participation does not include decision-making, Observers contribute to projects and discussions that promote regional stability, sustainability, and cooperation.

The CBSS has designated ten countries with Observer Status:

Annual Consultations
Each year, the CBSS Presidency organises an Observer State consultation, providing an opportunity for Observers to:
- Receive updates on current CBSS activities, projects, and policy directions.
- Share their perspectives and identify areas of mutual interest.
- Explore opportunities to join relevant CBSS initiatives, adding value to the Baltic Sea Region through collaborative efforts.
Rights and Expectations
Observers have the right to participate in specific agenda points of CBSS meetings, attend working group sessions, and co-organise events in partnership with CBSS structures. Observers are expected to adhere to the CBSS’s principles as outlined in its founding documents and to actively contribute to CBSS projects and activities when appropriate.
By fostering collaboration with Observer States, the CBSS expands its reach and impact, enhancing the ability of the Baltic Sea Region to address shared challenges and achieve sustainable development goals.
