Webinar: Human Trafficking and Benefit Fraud

Human trafficking and benefit fraud are increasingly interconnected issues in the Baltic Sea Region, where traffickers exploit the personal data of vulnerable individuals to exploit welfare systems. Despite growing concerns, there is still an urgent need for evidence-based information, legal clarity, and knowledge about this issue.

The CBSS-led and Swedish Institute-funded FRAUD project has been working to uncover the hidden links between human trafficking and welfare-related crimes, focusing on benefit and financial fraud. As a central component of this project, Märta Johansson, Associate Professor at Örebro University, has conducted a pilot study titled Human Trafficking for Benefit Fraud and Related Financial Fraud: Securing a Steady Revenue Stream. This study aims to offer a legal conceptualisation of benefit fraud in the context of human trafficking. It examines different types of benefit fraud schemes and how individuals may be exploited in them. By mapping these onto the definitions of human trafficking in international legal instruments, the study assesses whether and to what extent individuals exploited in benefit fraud could be considered victims of human trafficking.
