PA Secure

The CBSS assist the European Union in organising joint civil security efforts between EU member countries in the Baltic Sea Region within the European Union Strategy for the Baltic Sea Region (EUSBSR).

The EU Strategy for the Baltic Sea Region (EUSBSR) is an agreement between the Member States of the EU and the European Commission to strengthen cooperation between the countries bordering the Baltic Sea in order to deal with common, transboundary issues. Its focus is on joint problem-solving through organised actions, processes, projects, exercises which can help, among other issues, cleaning up our polluted sea, battle the effects of climate change and building countries’ risk resilience. 

The Council of the Baltic Sea States (CBSS) together with the Swedish Contingencies Agency (MSB) coordinates the work within EUSBSR Policy Area Secure (PA Secure)The work of the PA Secure Steering Group is based on the Rules of the Procedure which are approved by the National Coordinators Group of the EUSBSR. The implementation of EUSBSR is based on flagship projects, mostly EU-funded.

PA Secure is one of the 13 policy areas of the EU Strategy for the Baltic Sea Region. It acts in a holistic societal security paradigm that focuses on risk reduction management related to all threats, regardless whether their origins are natural disasters, man-made disasters or organised crime.
