Baltic Sea Region Youth Forum Impact Report 2023–2025 captures two transformative years of youth engagement, cross-border collaboration, and policy influence across the Baltic Sea Region. As a youth-led initiative coordinated by the Council of the Baltic Sea States (CBSS), the BSRYF has become a dynamic platform for young people to amplify their voices, shape regional dialogue, and engage directly with decision-makers.

This report highlights the Forum’s achievements, from vibrant youth-led events and cross-border partnerships to impactful policy dialogues and innovative initiatives such as the Youth Ministerial and Hackathon. Reflecting the priorities, challenges, and aspirations of over 300 active members, the report also integrates valuable insights from the 2024 Youth Survey.
