Celebrating 50 Years of HELCOM: Empowering Youth Voices for Environmental Stewardship

A celebration to mark and reflect on the 50th anniversary of the Helsinki Convention and HELCOM is set to take place on 25 April 2024 in Riga. This event commemorates the landmark signing of the Convention and establishing of the Baltic Marine Environment Protection Commission (HELCOM), recognising the pivotal role that youth play in shaping the future of the Baltic Sea.

50 years ago, in 1974, the Convention on the Protection of the Marine Environment of the Baltic Sea Area (commonly referred to as the Helsinki Convention) was signed by all Baltic Sea coastal countries, laying the foundation for HELCOM‘s establishment. Dedicated to ensuring the fulfilment of commitments for a healthier Baltic Sea, HELCOM has since evolved into a cornerstone of environmental stewardship in the region. Initially formed with seven Contracting Parties, including Denmark, Finland, Germany, Poland, Sweden, and the Soviet Union, HELCOM’s influence has grown exponentially, encompassing a network of nations committed to marine conservation.

In the past three decades, the Council of the Baltic Sea States (CBSS) and HELCOM have forged a successful partnership, addressing environmental challenges faced by the Baltic Sea. Through long-term cooperation and collaborative efforts, they have worked hand in hand to promote sustainable development, protect marine environment, and combat pollution in the Baltic Sea Region

The anniversary celebration will be preceded by a Ministerial Meeting on the Baltic Sea Marine Environment, gathering representatives of the HELCOM Contracting Parties, observers, and other stakeholders. The event aims to reflect on the achievements of the past 50 years while also addressing the current challenges and looking ahead to future opportunities. 

Central to the anniversary festivities is the recognition of youth as catalysts for change in the Baltic Sea Region. The event will feature a special focus on youth participation, highlighted by the Next Generation Panel Discussion, “Are we fit for the future?”, brought by the Baltic Sea Region Youth Forum (BSRYF), a platform that gives voice to young people to express their ideas and partake in real policymaking on a macro-regional level, in collaboration with the CBSS.

Facilitated by Silva Laure, Vice-Chair of the Committee of Youth Representatives, this panel will bring together a dynamic group of young activists, scientists, and environmentalists. Each panelist, representing diverse backgrounds and expertise, will offer unique insights into pressing environmental issues. Their goal is not only to share their expertise but also to amplify the voices of young people in shaping the future of environmental stewardship.

From marine biology to environmental policy, journalism to activism, panelists will engage in a candid dialogue on ecosystem resilience, sustainable development, and climate action. Key topics will include the need for measures to enhance ecosystem resilience in the face of climate change, finding a balance between economic development and environmental protection, and promoting climate and ocean literacy in the Baltic Sea Region. They will also explore the challenges of implementing the ecosystem approach to management and the concept of ecosystem services in real-world contexts.

The Next Generation Panel Discussion is more than just a forum for dialogue — it’s a testament to the power of youth engagement in driving positive change. The involvement of youth in discussions about the future of the Baltic Sea environment is crucial, as young people are not only the inheritors of current challenges but also key agents of change. Their perspectives, insights, and actions are integral to shaping future environmental policies and initiatives. By amplifying youth voices, future endeavours can be inclusive, innovative, and effective, ensuring a sustainable future for the Baltic Sea and beyond.
