Conference “Volunteering in civil protection and disaster management: How to strengthen cooperation between authorities and volunteer organisations in the Baltic Sea Region?”
On 19-20 June 2023, the Council of the Baltic Sea States (CBSS) and the Finnish National Rescue Association (SPEK) jointly organise a conference in Hamburg, Germany, focusing on volunteering in civil protection.
The “Volunteering in civil protection and disaster management: How to strengthen cooperation between authorities and volunteer organisations in the Baltic Sea Region?” conference aims to highlight achievements of volunteer work in the Baltic Sea Region and to develop future priorities and goals. A particular focus is on the cooperation and coordination between volunteers and civil protection authorities in the region, as well as strengthening youth volunteering. It will gather representatives of volunteer organisations, international organisations, officials from civil protection authorities, city councils, and academia.
In different panels practitioners and experts from the region will discuss:
- the current situation, challenges, and solutions of volunteering in civil protection,
- the role youth volunteers can and do play in civil protection,
- strategies for strengthening the culture of volunteerism, increasing volunteer participation, and effectively utilizing informal forms of volunteering in civil protection efforts.

The conference is organised as part of the VOALA and BYFORES projects. Both projects aim to increase disaster resilience by strengthening inclusive and cross-sectoral cooperation between authorities and volunteer organisations in crisis management in the Baltic Sea Region, BYFORES with a particular focus on youth engagement.
The conference is co-funded by the Swedish Institute (SI) and the CBSS Project Support Facility (PSF).
