THBxOC 2025
European Forum against Trafficking in Human Beings – Countering Organised Crime and Protecting Victims.

Join us on 3–4 December 2025 in Stockholm for THBxOC 2025 to strengthen cross-sector and transnational cooperation against trafficking in human beings as organised crime.
Trafficking in human beings (THB) is a form of organised crime that poses a strategic challenge and an increasing threat to national and regional security, requiring cross-sectoral and transnational solutions.
Jointly organised by the CBSS and Europol, the Forum will address THB as an organised crime phenomenon and a growing security threat — both to the individuals it exploits and to the integrity of institutions and states.
Purpose of the Forum
- Refocus attention on THB as a strategic threat to national and regional security.
- Facilitate dialogue between professionals with operational and legal responsibilities across sectors.
- Promote practical cooperation, exchange of expertise, and sharing of effective practices among national and international actors.

- Law enforcement authorities (police, border guards, prosecutors, judges)
- Ministries of Justice, Interior, Labour, and Foreign Affairs
- Labour inspectorates and tax authorities
- International and regional organisations, including Frontex, BSRBCC, Eurojust, and EPPO
Format
The programme will feature high-level keynotes, interactive panels, and case-based presentations focused on operational realities, current challenges, and opportunities for enhanced cooperation and joint action. The Forum positions the fight against THB at the intersection of criminal justice, institutional resilience, and human rights protection.
