CBSS Expert Group on Children at Risk. Annual Report of the Estonian Presidency 2024–2025

During the Estonian Presidency, the Expert Group on Children at Risk prioritised the active involvement of children in shaping the policies and practices that affect them. To support this priority, a guide for meaningful child participation was developed under the Estonian Presidency. The guide includes practical tools and examples from CBSS Member States, gathered with the help of the Expert Group on Children at Risk members, and is intended to help countries involve children meaningfully in both individual case management and policy development.
In addition to advancing child participation, the Estonian Presidency emphasised strengthening multidisciplinary and interagency cooperation to protect and support child victims of violence. A significant milestone was the hosting of a two-day Barnahus Forum in Tallinn in June 2025, which facilitated knowledge exchange and reinforced regional cooperation.
