Pub. Jun 15, 2026 Published June 15, 2026

Social Resilience in Times of Crisis: Perspectives from Ukraine and Moldova is the final publication of the RESCOM (Resilient Communities Learning Platform) project, co-funded by the Swedish Institute and led by the Council of the Baltic Sea States (CBSS). The publication brings together key insights, reflections, and recommendations from three Learning Labs held in Helsingborg, Płock, and Varde throughout 2025. Through a collection of articles, summaries, outcomes, and personal reflections from project partners, it explores how culture-driven and participatory approaches can strengthen social resilience in times of crisis. Drawing on experiences from Ukraine, Moldova, and the Baltic Sea Region, the publication offers practical guidance for local authorities, policymakers, and cultural practitioners seeking to foster social cohesion, community engagement, and resilient democratic societies.
