Crisis Awareness and Preparedness in Focus at Annual CBSS Civil Protection Network Meeting
Directors-General for Civil Protection met in Estonia to advance regional cooperation on crisis preparedness and mark the end of the Estonian CPN Presidency.

Strengthening crisis awareness, improving early warning systems, and enhancing evacuation and sheltering capacities were central themes at the 23rd Meeting of Directors-General for Civil Protection of the CBSS, held on 3–4 June 2025 in Laulasmaa, Estonia.
Hosted by the Estonian Rescue Board, the meeting marked the culmination of Estonia’s Presidency of the CBSS Civil Protection Network (CPN).
In Laulasmaa, the Directors-General also addressed civil-military cooperation, critical infrastructure security, and the role of public-private partnerships, including the involvement of volunteers. The meeting concluded with the formal handover of the CPN Presidency to Poland.
Established in 2002, the CPN connects civil protection authorities across the Baltic Sea Region. It brings together Directors-General and senior experts to exchange knowledge, coordinate on shared challenges, and guide joint efforts to strengthen societal security and resilience.
