PSF 2025: Eight Projects Selected to Strengthen Resilience and Trust in the Baltic Sea Region 

The Council of the Baltic Sea States (CBSS) has selected eight projects for funding under the 2025 Project Support Facility (PSF) Call, launched on 15 February 2025.

This year’s PSF Call invited innovative initiatives aimed at enhancing societal resilience, safety, collaboration, and trust in the Baltic Sea Region by fostering understanding, cooperation, and mutual confidence to build stronger, more resilient societies. 

By the 31 March deadline, the Secretariat received 40 project submissions, with over 100 applicants registering interest—showing higher participation than in previous years. Of these, seven submissions were deemed ineligible due to missing co-funding or documentation, while the remaining applications were carefully evaluated by the Secretariat and reviewed by the Selection Committee in line with PSF guidelines. 

After a thorough assessment process, eight projects were selected for funding, Together, they reflect the PSF’s objectives by aligning with the CBSS long-term priorities, demonstrating sustainability, and involving strong cross-border partnerships with at least three CBSS Member States. 

The total grant frame for 2025 is €502,937, while the eight selected projects amount to €506,382. Thanks to expected decommitted balances from ongoing projects, all recommended projects will be fully funded: 

  1. Culture Connect: Dialogue for Resilient and Safe Communities in the BSR. Lead partner: ARS BALTICA / Nordkolleg 
  2. Safe Actions for Environment – Baltic Solutions to the Black Sea (SAFE-BS2BKS). Lead partner: HELCOM – Helsinki Commission 
  3. #JournalismForSecurity. Lead partner: Latvian Transatlantic Organisation 
  4. Baltic Model United Nations 2027. Lead partner: NGO Mondo 
  5. NextGenDemocracy Baltics. Lead partner: Nodibinajums “ILGTSPEJAS FONDS” / Media Hub Riga 
  6. Sustaining Communities and Ecosystems of the Baltic Sea Region. Lead partner: Peipsi Center for Transboundary Cooperation
  7. Child Participation Initiative for Child Protection Systems (CHIPS). Lead partner: Visuomeninė organizacija “Gelbėkit vaikus” 
  8. Young People Network for Baltic Futures (YoPeNET-Futures). Lead partner: Zatoka Foundation
