Kick-off meeting of the Volunteers and Local Authorities – Baltic Sea Region Network (VOALA) and Baltic Youth for Resilient Society – BYFORES projects

The Council of the Baltic Sea States (CBSS) is proud to be the host of a kickoff meeting of two new projects: Volunteers and Local Authorities - Baltic Sea Region Network (VOALA) and Baltic Youth for Resilient Society – BYFORES on 26-27 October 2022 in Stockholm.

The kick-off meeting will set the scene for the implementation of the CBSS-led project VOALA on international and transboundary cooperation on the prevention of and preparedness for disasters in the Baltic Sea Region and a parallel project BYFORES coordinated by the Finnish National Rescue Association (SPEK). 

The event is aimed at project partners and will focus on the project implementation and planning activities, including communication and dissemination of the projects.

The meeting will be organized at the CBSS Secretariat in Stockholm by the CBSS in cooperation with the Finnish National Rescue Association (SPEK).


The CBSS is leading the VOALA project, partnering with the Finnish National Rescue Association (SPEK), the Swedish Civil Contingencies Agency (MSB), the State Fire and Rescue Service of Latvia, the Union of the Baltic Cities (UBC), the Ministry of the Interior of Finland, the Hamburg Fire and Rescue Service, and the Danish Civil Protection League. The project is funded by the Swedish Institute.
